A bond or instrument executed pursuiint to Article 18 (3) of the Local Government (Procedure of Councils) Order, 1899, appears to be exempted from Stamp Duty, inasmuch as the new bond or instrument is substituted for the "Recognizance" specified in section 168 of the Grand Jury Act, 1836.
