A clause was interpolated into this canon in the in- terest of the Roman primacy as follows: "Rome has always held the primacy. " This interpolation was first used, so far as we know, by the representatives of Leo the Great at the council of Chalcedon (451).
3. Relation of Constantinople to Rome in the Struggle for Supremacy.
Constantinople was virtually a new city founded by the Emperor Constantine as the imperial capital. The church of Byzantium had no claim to apostolic founda- tion, but was subject to the bishop of Heraclea in Thrace.
