Continuing, Dr. Henderson informs the reader that "contrary to Shelby's statement, quoted above, it appears certain, " etc. , and the projectors of the enterprise "were so emboldened by the favorable sentiment in Kentucky that Lachaise and Depeau had the temerity to address the Governor on the subject, and General Clark sent forth openly and broadcast his 'Proposals, ' etc.
