That would indicate that paying interest on foreign debt, ex- penses of tourists, allowing for goods smuggled into the country and freights on imports to foreign shipowners, con- sumed that amount of these credit bal- ances, leaving $914, 000, 000, which could only be discharged by the return of in- vestments held abroad, to this country.
