I like the expression and the philosophy of it. I could coin no better phrase with which to define the wise stat...esmanship of Mr. Cobden's friend on this side of the water. Seeking not to transcend his limitations AS A STATESMAN, HE MADE HIMSELF THE REPRESENTA- TIVE THINKER OF HIS COUNTRY AND HIS TIME. That is his glory to-day, and can never become his weakness or his shame. Of course such an understanding of the policy and the duty of a national magistrate subjects him, as Mr. Lincoln for a time was subjected, to the imputation of over-cautious timidity; but a just posterity, nay, the sagacious present generation, will expunge the criticism and open to him the pathway to justice.
