It may be the duty of individual masters to liberate their slaves, before the State is morally bound to enact laws for the en- lire and universal abolition of slavery. For particular slaves may be qualified for freedom, and their masters may have ability to place them where such freedom would be to them a benefit, while the great mass of the slave population are unqualified for perfect freedom, and the State feels prohibited by motives of enlarged be- nevolence, from conferring it, instantly, u...pon them. There is no danger that either States or individuals at the South, will act too soon or too earnestly on the subject. The great object should be, I humbly conceive, to awaken in all minds a sense of justice and benevolence towards our whole coloured population. All should immediately and earnestly unite in preparing them for freedom. When qualified therefor, there should be no hesitation in conferring it upon them. " It is advanced in the eternal constitution of things, that men of intemperate minds, cannot be free.
