The four Universities of Scotland pro- tested against the introduction of such ideas, and urged that the whole subject of affiliation should be discussed and reported on by the Commissioners before any clause relating to it should be introduced into a Bill, but they were not listened to. And now the clause (section 15) may be regarded as a dead letter, and the decisions of the judges go far to establish the opinion that there is only one way by which connection with a Scottish University can be... made — that of entire and complete incorporation. This conviction may have the most important con- sequences in the future, and may lead to results highly beneficial to the culture of Scotland. In the meantime the other Universities are glad that the questions have been discussed outside their own borders. We have suffered during this experiment, and will suffer still more severely if the present state of uncertainty and friction were to continue. But there is every hope that our involution period is nearly over, that all our Ordinances will pass, and that we shall proceed on our way unimpeded by doubts, and equipped with all the appliances which the means granted to us by the Commissioners will enable us to procure.
