They must be to the impoverished state of the country. If the state govern- ments have been unable to compel the people to obey their laws, will Congress be able to coerce them? Will the federal taxes be better paid? But, sir, no reasonable man will be apprehensive of the non- compliance of the states, under the operation of the proposed plan.
The right of enforcing the requisitions will furnish the strongest motive for the performance of the federal duty.
