Whereas, as has been pointed out by President Wilson in the case of the submarine, the United States is ready :to demand that this protection shall now extend to the prohibition of its use.
And if it can be shown that the use of the submarine is incon- sistent with the interests and safety of neutrals and non-combatants, so can it be shown that all deadly engines of warfare — indeed war- fare itself — is likewise inconsistent.* * Prof.
