Are there no expenditures that we may properly reduce? Cer- tainly there are. But at tliis moment I think of only one class of expenditures which might well be reduced, namely, expenditures on luxuries, particularly on luxuries which are, to say the least, silly or injurious. There are a good many such luxuries in the American community on which serious savings might be made; but

We can continue to supply to the utmost the industries of all other countries, and particu- larly the industries of the European countries, with the raw materials they need for their own factories.
