In the case of all vessels built since July i, 191 5, whether for ocean operating or Great Lakes service on routes more than three miles offshore, the law requires that they shall be built to carry and shall carry lifeboats and life rafts to ac- commodate all persons on board. Every lifeboat and raft carry- ing more than 15 persons must be under the charge of a licensed officer or an able seaman. Every lifeboat and pon- toon raft must have a specified number of certificated life- boat men, the number prescribed depending upon the capacity of the boat or raft. The 191 5 act defines a certificated Hfe boat man as any member of the crew who, after having been trained in lifeboat operations, is given a certificate of effi- ciency issued under the authority of the Secretary of Com- merce.
