In the case of all vessels built since July i, 191 5, whether for ocean operating or Great Lakes service on routes more than three miles offshore, the law requires that they shall be built to carry and shall carry lifeboats and life rafts to ac- commodate all persons on board. The 191 5 act defines a certificated Hfe boat man as any member of the crew who, after having been trained in lifeboat operations, is given a certificate of effi- ciency issued under the authority of the Secretary of Com- merce.
