The provisions of the election law, governing the registration of voters, equipment of polling places, furnishing of supplies, voting, and canvass of return of votes, at an election other than a general election, shall apply to such special election. 20. Publication of notice and conduct of election. The city clerk shall give notice of the submission of the questions by forth- with posting in at least four public places in the city notice of the filing of the petition and the character of the questions to be sub- mitted, and the commissioner of elections shall during the four weeks next preceding the election publish notice of the submission of the questions in the same manner as is required in the case of the submission of a special question to the electors of the city.
