Herr von Billow is not quite so satisfied with the explana- tions of the French Government with regard to its armaments as M. De Gontaut would have wished you to believe. He finds it difficult to believe that the law on the cadres has been passed for the sole purpose of securing the pro- motion of a few captains, and he thinks it more consistent with ordinary caution to count on your EPISCOPAL CHARGES AND CRISIS OF 1875 201 application of your military laws to the fullest extent they are capable of being extended.
