The preamble of the statute tenth of William III. Dwells on the vital importance of a woollen trade to the prosperity, almost to the existence, of a nation, and then proceeds without scruple or shame to kill the flourish- ing woollen trade in Ireland.
It sets out " forasmuch as the woollen manu- facture of cloth, serg...e, kerseys, and other stuffs, made or mixed with wool, are the greatest and most profitable commodities of this kingdom on which the value of the land and the trade of the nation do chiefly depend, and whereas great quantities of like manufactures have been made and are daily increasing in the kingdom of Ireland and exported thence to foreign markets here- tofore supplied by England, which will inevitably sink the value of land and lead to the ruin of the trade and woollen manufacture of this realm, be it therefore enacted.
