See also Pro- fessor MacCunn's Ethics of Citizenship (pp. 91-129), where the argu- ments in favour of the simple rule of the majority are stated in a remarkably clear and tempera...te form. It may be noted that one small safeguard against the rule of the mere majority is provided by the trouble of going to vote. This ensures at least a certain minimum of interest on the part of the voters. I should, therefore, doubt the wisdom of Professor Ritchie's suggestion (made in his book on Natural Rights) that every one should be compelled to record a vote, or at least to appear at the voting place. Besides, it is probably desirable that the suffrage should be regarded as a privilege, not as a vexatious interference with freedom.
