This plan was well enough thought of by the State Director of Civil Defense that he has had it reproduced in Concord and distributed to the Directors of each of our approximately 250 towns in New Hampshire.
The Bedord Plan is believed sound as far as it goes although there can be little doubt that further thought, experience and information will lead to basic modifications from time to time.
These, however, will be kept to a minimum as it is conceived that the principal work now necessary lies

For instance, it is expected that an exceptionally large percentage of school children would accompany any movement of refugees into this area in case of disaster elsewhere in New England. That some method of incorporating them into our school system be thought out and planned for in advance is imperative if confusion, waste of time, effort and money are to be avoided. The possibilities of utilizing existing school buildings more fully, of adapting other structures to school uses, the recruiting of teachers, the prompt obtaining of the necessary school furniture, texts and supplies and, above all, the exploration of the channels through which all this must be financed are problems not to be put off.
