If a town be divided into school districts, it is still the duty of the school committee to select and contract with all the teachers, unless the town, having an article in the warrant for the purpose, shall expressly vote to transfer this duty from the school committee to the prudential committees. 88. But in all cases, and by whomsoever these preliminary duties are performed, the school committee have the sole power of examining teachers, and of giving them a certificate of qual- ification.
