The government and discipline of the school should be of a mild and parental character. The teachers should use their best exer- tions to secure obedience and preserve good order, by mild measures and kind influences, and in cases where corporal punishment becomes necessary it shall be inflicted with judgment and discretion and always in the presence of the school or of ivitnesses.
