The expenditure for a Fire Department siren system in excess of the Fire Department appropria- tion, which was authorized by a certificate of emer- gency issued by the Tax Commission on December h, 1961, was not made during the fiscal year. Conse- cuently, it has no bearing on the overdraft hereto- fore referred to.
