The Council is a national body, composed of 19 members, including the Secretaries of Agriculture, Interior, Housing, Treasury, and Transportation, plus Historic Preservation experts, a Governor, a Mayor, and appointed members of the public. To get all these members together to rule on a Memorandum of Agreement would be unusual for a project of this size, and obviously entail extreme delay.
