4. Notwithstanding the other provisions of this Article, if the Health Officer or any duly authorized representative finds any unsanitary or other conditions in the operation of a piercing shop, which constitute a danger to public health and it appears prejudicial to the public interest to delay action pending a hearing, the Health Officer may serve an order upon the permit holder or person in charge citing such condition and specifying the corrective action to be taken and a time period of less than fifteen (15) days within which such action shall be taken; and such order may state that the permit is immediately suspended, and all body piercing operations are to be discontinued forthwith.
