If, after examining them, understanding the nmnner in which they have been selected, and the motives for making tfie payments in this mode, they shall manifest a reluctance to receive iliem, they must not be urged to do so ; but, in that event, they must Trait for the balance of the annuities until it is convenient for the Gov- ernment to pay them in specie.
