Small business and issues that affect it are inevitably limited to domestic policy discussions .
This perspective changed in two international organizations last fall. In November at the Asia Pacific Economic Cooperation Ministerial Meeting hosted by the United States in Seattle, Ministers agreed to a 1994 work program for the APEC Committee on Trade and Investment. This newly established committee has included "Small -Medium Enterprises" in its work program for this year.
