A new siding is, for instance, provided, a i;ew storehouse erected, an additional clerk, and more laborers required ; and to secure the rail- way for this outlay, and, at the same time, provide a penalty for the non-fulfillment of such an engagement, it has become a wise custom to charge a specific or local rate, and at the end of fixed periods refund to the contracting party an amount justified by the volume and regularity of the traffic ; or impose the penalty of withholding the excess in case of his failure to comply with the terms of his agreement.
