In rare cases a half set may consist of only four stars. All of these are to be time stars; that is, no azimuth stars are to be observed. For the purpose of this paragraph an azimuth star is denned as one for which the azimuth factor, A, is greater than unity. The alge- braic sum of the A factors in each half set should be kept less than unity unless it is found that to secure such a half set considerable delays would be necessary. It is desirable to have the algebraic sum of the A factors as s...mall for each half set as it is possible to make it by the use of good judgment in selecting the stars, but it is not desirable to reduce the number of stars per hour to be observed in order to improve the balancing of the A factors, if said balancing is already within the specified limit.
4. In selecting lists of stars to be observed, one should endeavor to secure the maximum number of stars per hour possible, subject to the conditions of paragraph 3 and to the necessity of securing level readings, reversing the instrument, exchanging signals, et cetera.
