Once victims have paid the $20 or $30 fee to participate, they re- ceive no envelopes or any other materials. Instead, they receive a pamphlet, usually entitled "The Complete Home Mailers Pro- gram, " which instructs them to place and pay for work-at-home classified advertisements like the one that they responded to.
The only way these victims get envelopes to stuff is to generate responses to these advertisements.
