It did not appeal to many of the laymen, but nearly all the ministers developed a strong liking for the propo- sition. The Episcopalians beheld this and took com- fort at the thought of new allies, but they were to be disappointed in the event. In 1784 (See James' Struggle for Religious Liberty in Virginia, 126. ) the Presbyterian clergy went over in a body in favor of a general assessment and sent up a me- morial to that effect to the General Assembly.
