"And it is hereby further enacted that there shall not bee granted in any warrant any quantity of Land but what is allowed according to the Quality of the right and is exprest in the Proprietors Instructions, concessions or Fundamental Constitutions or forme of Government".^ This intention of the part of the assembly was not always carried out for it was ordered by the Proprietors near the beginning of this new form of government that the Proprie- tors should have but three signiories, and each Landgrave and Casique but one barony.
