... Federal Aid. Funds available under the Library Services Act were expended under the "North Carolina Plan for the Further Extension of Public Library Service to Rural Areas." Under the plan, services to rural areas from the State Library were strengthened and grants were made to county and regional libraries based on planned improvements in rural service. Prior- ity in granting funds was given to cooperating libraries and to counties initiating library service. Two new counties began serv- ice during the biennium, Brunswick and Polk.
