The population of the Dangerous Insane Department has increased over fifty per cent and our total expend...iture in caring for this Depart- ment has amounted in the past four years to more than $50,000, which has been paid from the earnings of the State's Prison.
Permanent improvements, replacements and repairs and new equip- ment has cost in the past four years $211,427.54.
The total of the above three items alone is $330,047.54.
The class of prisoners being received at the Prison continues on the down grade. In 1920, former Superintendent Collie wrote in his report: ". . . The class of prisoners which are received at the State's Prison .
