Shepard, who acted under the orders of the governor. Gen. Tupper of- fered his services to him, and acted in the capacity of volun- tary aid. By his advice, and through his influence, the plan of calling out the militia by drafts or in mass was abandoned, and that of calling for volunteers adopted.
