When specifying in 1869 the articles which he regarded as most fitted to bear high taxation, Prince Bismarck included in the list tobacco and brandy. Of these two articles the Chancellor has within the last few years endeavoured to establish a State mono- poly. His efforts have so far failed completely, but we have his own assurance that he does not despair of ultimate success.
