On the other hand, heavy machine tools are almost a British monopoly; none come here from Germany or the United States, though in some cases we success- fully copy and use German designs. Hence the " scare head " paragraphs in our newspapers when urgent circumstances compel us to place contracts for a few locomotives abroad.
