§ 36. Stretchers and blankets. At every mine, it shall be the duty of the operator thereof to keep always on hand, and at some- readily accessible place, a properly constructed stretcher, a woolen and water- proof blanket, and a roll of bandages in good condition and ready for immediate use for binding, covering and carrying any one who may be injured at the mine. At mines where fire-damp is generated, there shall also be provided and kept in store a suitable supply of linseed or olive oil, for use in case where men are burned by an explosion.
§ 27. Scales, (a) The operator of every coal mine where miners are paid by the weight of their output, shall provide at such mine suitable and accurate scales for the weighing of such coal, and a correct record shall be kept of all coal so weighed, and said record shall be open at all reasonable hours to the inspection of miners and others interested in the product of said mine.
