To this Admiral Richards replies : Vessels need not pass within three miles of San Juan, but they must pass within two miles of Stuart and Patos Islands, unless indeed they take the inner channel along the coast of Vancou- ver Island; and the passages from these channels to the Strai: of Georgia are dan- gerous, and they would not be vised unless in case of emergency.
