The discourse is preceded by an epistle in which the author presents his work to Queen Elizabeth as a New Year's gift in " this newe yere and fyrste of youre moste happy reigne. " It is a curious proposal to form a Bank by a kind of death duty of " the beste garment belongeinge to the bodie " of the deceased. This, the writer says, is upon the lines of an old " Mortuarie, " abolished as unequal by Henry VIII, paj'^able to the clergy, consisting of the " best of his quicke catell, and in default of quicke catell, ye best of his moveable goodes.
