The constitution as before said, is silent on the sub- ject, of banks, and that for the most evident of all rea- sons, beeause the people had no such right to delegate. A man may transfer his own personal right, but he can- not transfer the right of society. The right to acquire and hold property by virtuous industry is one of the most sacred rights ef man : to deprive him of this right, would be to deprive him of his existence, he can only part with this right in his ceasing to exist.
