Mr. Chancellor: — I, too, was very much interested in Profes- sor Milne's historical researches. There is one question I should like to ask in regard to the historical aspect of this question. It is this : Has the experiment ever been tried in this State or any other country, in the normal schools, of requiring pnpils to enter normal schools upon examination?- They should search thoroughly their qualifications for admission, and admit them to the normal schools only upon such exam...ination.

I think I can answer that very readily. As I said of the German normal schools, pupils are eligible to entrance only after gradua- tion from the preparatory school, otherwise they would not admit them ; hence I think the authorities assume that they are prepared when they enter. Also in Canada, some of yon will remember that a few years ago a person was eligible for admission to the normal schools there only from a graduation which might entitle him to a pecond grade certificate.
