He shall also, at the annual meeting of the Association, and at such other times as he shall deem proper, communicate to the Associa- tion or the Executive Committee, such matters, and make such sugges- tions relative to the affairs of the Association, as may, in his opinion, tend to promote its prosperity and welfai-e.
