Still, even without the provision Juvenile Courts and Probation 151 for the relief of the family during the period of the deserter's ser- vices on the county roads, the non-support law has been of great service in the handling of cases of neglected children.
The state-wide juvenile court law recognizes the theory that the home is the best place for a child unless his parents or guardian be of such character as to be detrimental to his welfare, in which case the judge may place him on probation either in his own home or in a selected family, or may commit him to an institution.
