In 1841 a company engaged in building a railroad be- tween Paris and Rouen employed in its construction a number of English engineers, who imported workmen from England in addition to the French laborers. As these two classes of laborers worked together, it was found that the French could accomphsh only about two- thirds of the work of the English.
