The question of sending a military foree to Vermont attended to, and a counter proposition was to notify the authorities of Ver- mont, &c. In the course of the debate, Mr. Clark informed con- gress that the delegates of New Jersey could not vote for any act which might oppose force to the authority of Vermont, the legis- lature of that state having so construed the resolutions of 7th and 20th of August as to be incompatible therewith, and accordingly instructed their delegates.'
