What reading level is Collective Bargaining By Foremen volume Bebr Faculty Working Paper V 1 No 4 book?
To quickly assess the difficulty of the text, read a short excerpt:

The judges of the Sixth Circuit Court made clear in their opinion that the decision concerned only supervisors who w-ere members of an unafifiliated union of supervisors and that it did not consider the legality under the National Labor Relations Act of a union afifiliated with a production workers' union. The Supreme Court, on the other hand, apparently rendered an even broader decision than the appellate court in the Packard case. The decision recognized that an individual who acted in the in
...terest of the employer still had interests of his own as an employee. In this case, the majority of the High Court maintained that Congress, not the Court, created exceptions to the Act.
A decision on the appropriateness of a unit afTiliated with a rank-and-file union for collective bargaining purposes has not been made by the U. S. Supreme Court. The U. S. Court of Appeals of the District of Columbia, however, upheld the government's right to recognize a supervisors' union affiliated with a rank-and-file union as an exclusive bargaining agent of supervisors, limited to the period of the government's possession of the mines.
