Mr. Brinkley. Certainly if we had known there was a gouge in the pipe, we would have fixed it. We know that gouges in the pipe- line make it subject to failure by cyclic fatigue after a long enough period of time.
We did run a caliper pig in this line in 1989. This particular gouge did not show up on the caliber pig chart, although going back and expanding the chart and looking at it very carefolly, you can actually see it but you would have to know where to start.
