In all cases where steel is used in large quantities for the same purpose, as in the making of axes, springs, forks, etc., there is very little difficulty about temper, because, after one or two trials, the steel maker learns what his customer requires and can always furnish it to him.
In large, general works, however, such as a rolling mill and nail factory, or large machine works, or large railroad shops, both the maker and worker of the steel labor under great disad- vantages from want of a mutual understanding.
