I know not where the blame lies, but must lie somewhere, when vessels sail from Philadelphia down to the middle of Au gust without a single line (instructions). " 14 As late as March, 1777, Deane writes to the Committee of Secret Correspondence that he has received just three letters since he arrived in France a year before.
