I originally supported and stil...l continue to endorse the total de- control on computer-related exports with the exception of those ex- ports to sanction countries. Study after study demonstrates that computers are increasingly irrelevant in controlling the spread of weapons of mass destruction.
With over 150 billion semiconductor chips manufactured annu- ally worldwide, and with the close intercollection of computer tech- nology throughout our modern society, it is time to redirect the focus of export controls on technologies more directly linked to the production of weapons of mass destruction, and that is why I strongly support the rest of this bill.
