4. It shall be the duty of this Committee to fix the rates of commission on all securities listed and dealt in on the Exchange ; also to decide as to what securities may be listed.

The Governing Committee shall have power to determine the manner and form by which its proceedings shall be conducted and shall make such regulations for their govern- ment as they shall deem proper ; to at any time require of all officers or appointees of the Exchange a good and sufficient bond to secure the faithful performance of their duty ; to try all charges against members for violating the laws of the Exchange and to fine or suspend, by a majority vote of the entire Committee, such members as may be found guilty thereof ; and the Governing Committee shall be vested with all powers necessary for the government of the Exchange.
