The Emperor of Germany, if chiefly a clever and versatile comedian, is sly and cautious too, and would have preferred to be entirely ready. The Emperor of Austria, or his counsello...rs, imagined that Russia was so absolutely unready that they could eat up Servia before she was able to interfere seriously. And they considered the opportu- nity too good to be lost. Now, I honestly think that the Kaiser tried to keep Austria back, if only temporarily, for a year or so, believing this to be the safer course. He was under the delusion that he had suc- ceeded, and went off for the famous cruise that is always brought forward by the German Press as a sure proof of his being innocent in the making of war.
