It is proijer that certain general principles should be... announced, which, in the opinion of tlie Depart- ment, must govern the application of the various provisions of the new law to the current business at the several ports.
IT.
The duties upon imported merchandise are held to attach to the merchandise at the time of its arrival in a port of the United States. The date of arrival of merchandise intended for Immediate Transporta- tion without appraisement will be that of,its arrival in an exterior port of the United States. Therefore, the assessment of duties u]3on goods which arrive on or before July .31st instant, will be made on the basis of the present laws, even if entry of such merchandise shall be deferred until after the 31st day of July.
